What - No Piazza?

Before the construction of the Piazza in 1975, there was little ceremonial space in front of the Cathedral. Even after the creation of a large space, the area immediately in front of the Cathedral is still classified as public highway, which is creating problems with the application for a ramped access to the West Doors.

It looks as though parking in those days was as bad as it is now with not much consideration for others! We need that ramp - more power to your arm! Declasify it!

If I get it right: one government department requires you to build an access ramp, but another government department refuses to grant permission to do it? Have they never heard of Franz Kafka?
